To have IRSSI bind to a virtual host before connecting use the -h switch with the /server or /connect commands:

/server -h jail1.esmnetworks.com irc.freenode.net

Phobos bots, for example, will allow you to specify a virtual host for the bot to bind to before connecting:

in phobos.conf:

vhost      jail1.esmnetworks.com

This is also true for other IRC bots such as EggDrop or EnergyMech.
